Narrative:

For approach was on a northeast operation when I began working west/south feeder combined. Commuter X departed orf from runway 5 and was turned wbound by the departure controller, then handed off to me. X had a route of orf hcm at 70, so I coordinated with the north/east/feeder controller who was in the process of splitting the 2 positions. I verified that he had the pointout on X climbing to 70 as he was to be the east feeder controller and handed X off to the north controller level at 70. Departure controller 2 only owns sfc to 40 on the northeast operation and sfc to 50 west, so he would not be affected. At some point thereafter orf approach changed to a southwest operation, and the supervisor on duty says he made a blanket broadcast. However, I never heard him and therefore did not know. The departure 2 controller then had a flight of 4 fgt's departure lfi on runway 26 and turned them right to northeast, climbing to 11000'. Although there was course divergence sep as stated in the 710.65, the pilot of X saw the fgt's and commented something to the effect of, 'do you have any more of them coming off?' aircraft X at 7000' had not been pointed out to the departure 2 controller by me since we were on a northeast operation earlier, and I didn't know we had changed operations. At 70 X was then in his airspace on the southwest operation. The 4 fgt's were IFR, nebnd.
