Narrative:
About XA20Z, while working ear/dr combined, I was giving VFR advisories to small aircraft Y. VFR racine, wi, to jackson, mi. Small aircraft Y wanted to climb to 11500'. I suggested he climb to 10500' account traffic eastbound at 11000'. About 5 mins later I noticed an overflt wbound at 10000'. I told small aircraft Y to stop climb at 9500', that traffic was 12 mi east of him wbound at 1000'. Small aircraft Y did not acknowledge. I then coordinated with chicago center reference traffic in the vicinity of bravo intersection. Then again I told small aircraft Y to maintain VFR at 9500', that traffic was 6 mi from him and again he did not acknowledge. Small transport X wbound at 10000' made his initial contact with me and said he just had a near miss. I believe the situation occurred because small aircraft Y was not paying attention. As soon as small transport X said he had a near miss, I asked small aircraft Y if he heard me, and he did. To prevent recurrence perhaps the pilot of small aircraft Y could be talked to.

Narrative: ABOUT XA20Z, WHILE WORKING EAR/DR COMBINED, I WAS GIVING VFR ADVISORIES TO SMA Y. VFR RACINE, WI, TO JACKSON, MI. SMA Y WANTED TO CLB TO 11500'. I SUGGESTED HE CLB TO 10500' ACCOUNT TFC EBND AT 11000'. ABOUT 5 MINS LATER I NOTICED AN OVERFLT WBOUND AT 10000'. I TOLD SMA Y TO STOP CLB AT 9500', THAT TFC WAS 12 MI E OF HIM WBOUND AT 1000'. SMA Y DID NOT ACKNOWLEDGE. I THEN COORDINATED WITH CHICAGO CENTER REF TFC IN THE VICINITY OF BRAVO INTXN.
