Narrative:
During engine start a strong smell of dirty socks was smelled throughout the airplane from the cockpit all the way back to the aft galley. The flight attendants and several passengers complained about the strong odor. I cycled the packs off and the engine bleed off to see if any changes in smell. There was no change and the strong smell continued. I shut down the engines and we deplaned the passengers. I believe the smell came from burning oil; either from the APU or engines.

Title: An A321 Captain reported a strong dirty socks smell throughout the entire aircraft which did not dissipate after turning the engine bleeds and packs OFF; so the aircraft was deplaned and the flight canceled.
