Narrative:
Full route clearance was taken on ground in bgm. (Bgm V423 ipt V31 seg vito V499 lrp V93 balance bwi.) conflict was in routing after lancaster. We had copied V499 to bwi which is normal routing for us. ZNY asked to verify our routing prior to lancaster and gave us V93 in which we flew. No error in routing was flown or conflict occurred. On the ground in bwi I called ZNY and they explained that a new program was in effect between XA00 and XC00 am that V93 would be used and V499 would be used at all other times. I feel this is a set-up for error in the future and oppose this plan strongly.

Narrative: FULL ROUTE CLRNC WAS TAKEN ON GND IN BGM. (BGM V423 IPT V31 SEG VITO V499 LRP V93 BAL BWI.) CONFLICT WAS IN ROUTING AFTER LANCASTER. WE HAD COPIED V499 TO BWI WHICH IS NORMAL ROUTING FOR US. ZNY ASKED TO VERIFY OUR ROUTING PRIOR TO LANCASTER AND GAVE US V93 IN WHICH WE FLEW. NO ERROR IN ROUTING WAS FLOWN OR CONFLICT OCCURRED.
