Gate agent informed crew that flight ready. Shut the cabin door. Some passenger got up or were not seated (with carry on small bags). Aci in cockpit overheard F/a's conversation with captain at pushback. Following flight, aci and crew discussed problem. Aci indicated there would be no action taken in that it was out of the captain's direct control.

Title: PASSENGERS STANDING DURING PUSHBACK FROM GATE. ACI OVERHEARD CABIN ATTENDANT INFORM PIC AFTER THE FACT. NO ACTION BY ACI.
Narrative: GATE AGENT INFORMED CREW THAT FLT READY. SHUT THE CABIN DOOR. SOME PAX GOT UP OR WERE NOT SEATED (WITH CARRY ON SMALL BAGS). ACI IN COCKPIT OVERHEARD F/A'S CONVERSATION WITH CAPT AT PUSHBACK. FOLLOWING FLT, ACI AND CREW DISCUSSED PROBLEM. ACI INDICATED THERE WOULD BE NO ACTION TAKEN IN THAT IT WAS OUT OF THE CAPT'S DIRECT CONTROL.
