Narrative:
While flying south on 12/sun/88 approximately 40 NM northeast of charlotte, nc, on V37. Clt approach informed me that I was 8 NM east of the arwy. My VOR indicators showed me to be on the arwy as did my dvor readout. I have on other trips north or south in this area (around statesville) been informed of the same problem. I did a vot check at cak before I departed. The flight conditions were VFR and I checked the route on the sectional charts and I was east of the route. I also encountered strong up and down drafts that day in the area just north over the mountains which made altitude holding difficult, however we had only one severe up draft and was able to maintain acceptable 200' at all other times. I do not feel that the strong winds or up and down drafts would affect the VOR signal. The situation was corrected by a westerly heading until the arwy was intersected.
