Narrative:

This was the first leg of day 2 of 3 day IOE with new first officer, new hire on initial upgrade from second officer. It was early morning and very quiet for ord. We may have been the only aircraft at the moment for 27R. There were others on approach to 32L. We were vectored from the west on downwind north of 27R. At about 10 east of ord we were turned to 180 degree heading and then to 260 degrees to intercept. I don't recall if we were cleared for the approach to track inbound. There was a strong north wind and the first officer was way behind the aircraft, so we went through the localizer either by poor flying and/or a poor turn on by approach or both. Approach gave us another heading of 290 degrees to intercept. I then asked for confirmation if we were cleared for the approach and approach said yes. By this time I realized we were lined up with 27L as we had broken out into the clear and I told the first officer to take a larger cut to intercept the localizer for 27R. Then approach asked if we were tuned to 27R and I said yes, we were correcting. Approach gave us another heading to 310 degrees to intercept. By this time I got the first officer caught up with the airplane and we landed west/O further ado. No conflict apparently occurred and approach did not say anything nor ask for a phone call. New pilots are being hired with low time and high time, but not with much (if any) jet or large airplane experience. Minimum training by inexperienced instrs in simulators only is a root cause in a majority of cases. The simulator training fills the squares but does not touch the real world of flying the line. First time first officer's should be given actual airplane time with several takeoffs and lndgs before going on the line for IOE with the line check airman. This would enhance safety and relieve some anxiety for the new first officer and especially the lca. If the status quo remains, then most likely these reports will, unfortunately, continue to be written. It is difficult to be on top of everything at every moment west/O fatigue becoming a factor when a distraction or other situation arises. Somebody once said vigilance is the price of freedom. I believe it is also necessary for uneventful flight. I think I will make a sign, paint a bold 'vigilance' and hang it in the cockpit when I fly.

AT ABOUT 10 E OF ORD WE WERE TURNED TO 180 DEG HDG AND THEN TO 260 DEGS TO INTERCEPT. I DON'T RECALL IF WE WERE CLRED FOR THE APCH TO TRACK INBND. THERE WAS A STRONG N WIND AND THE F/O WAS WAY BEHIND THE ACFT, SO WE WENT THROUGH THE LOC EITHER BY POOR FLYING AND/OR A POOR TURN ON BY APCH OR BOTH. APCH GAVE US ANOTHER HDG OF 290 DEGS TO INTERCEPT. I THEN ASKED FOR CONFIRMATION IF WE WERE CLRED FOR THE APCH AND APCH SAID YES. BY THIS TIME I REALIZED WE WERE LINED UP WITH 27L AS WE HAD BROKEN OUT INTO THE CLR AND I TOLD THE F/O TO TAKE A LARGER CUT TO INTERCEPT THE LOC FOR 27R. THEN APCH ASKED IF WE WERE TUNED TO 27R AND I SAID YES, WE WERE CORRECTING. APCH GAVE US ANOTHER HDG TO 310 DEGS TO INTERCEPT. BY THIS TIME I GOT THE F/O CAUGHT UP WITH THE AIRPLANE AND WE LANDED W/O FURTHER ADO. NO CONFLICT APPARENTLY OCCURRED AND APCH DID NOT SAY ANYTHING NOR ASK FOR A PHONE CALL. NEW PLTS ARE BEING HIRED WITH LOW TIME AND HIGH TIME, BUT NOT WITH MUCH (IF ANY) JET OR LARGE AIRPLANE EXPERIENCE. MINIMUM TRNING BY INEXPERIENCED INSTRS IN SIMULATORS ONLY IS A ROOT CAUSE IN A MAJORITY OF CASES. THE SIMULATOR TRNING FILLS THE SQUARES BUT DOES NOT TOUCH THE REAL WORLD OF FLYING THE LINE. FIRST TIME F/O'S SHOULD BE GIVEN ACTUAL AIRPLANE TIME WITH SEVERAL TKOFS AND LNDGS BEFORE GOING ON THE LINE FOR IOE WITH THE LINE CHK AIRMAN. THIS WOULD ENHANCE SAFETY AND RELIEVE SOME ANXIETY FOR THE NEW F/O AND ESPECIALLY THE LCA. IF THE STATUS QUO REMAINS, THEN MOST LIKELY THESE RPTS WILL, UNFORTUNATELY, CONTINUE TO BE WRITTEN. IT IS DIFFICULT TO BE ON TOP OF EVERYTHING AT EVERY MOMENT W/O FATIGUE BECOMING A FACTOR WHEN A DISTR OR OTHER SITUATION ARISES. SOMEBODY ONCE SAID VIGILANCE IS THE PRICE OF FREEDOM. I BELIEVE IT IS ALSO NECESSARY FOR UNEVENTFUL FLT. I THINK I WILL MAKE A SIGN, PAINT A BOLD 'VIGILANCE' AND HANG IT IN THE COCKPIT WHEN I FLY.
