Narrative:
Received clearance, climb runway heading and maintain 5000'. Held in position for approximately 2 mins before starting takeoff, approximately 200' down runway automatic throttles disconnected. Rearmed automatic throttles and attempted to re-engage automatic throttle and it disconnected a second time. Set takeoff power manually. Lift off normal. At approximately 3500' issued frequency change to departure control while involved in after takeoff checklist. Departure controller issued, 'turn right heading 240 degrees, climb to altitude,' which the captain and I heard to be 7000'. 7000' was verbally confirmed by the captain and I. The captain set 7000' in the MCP window. Simultaneously during the after takeoff checklist and heading and altitude change an attempt was made to rearm and re-engage the automatic throttles. Automatic throttles would not engage. Climb power page was selected on CDU and manually set climb power and acknowledged clearance from departure control. While in the turn at approximately 6400' the captain observed an large transport out left side. It appeared to be below our altitude. The captain and I discussed altitude cleared to, and both agreed 7000', turn to heading of 240 degrees and altitude of 7000' attained together. At this point the large transport was passing behind us and appeared at our altitude. The large transport appeared fairly close. No traffic advisory or safety alert was issued by ATC. After being level for approximately 30 seconds, ATC requested our altitude. We advised 7000'. ATC then issued a turn to 250 degrees, climb and maintain 17000'. A short time later we were advised to contact the facility. Upon contacting the facility the supervisor advised we were cleared to 6000' in lieu of 7000'. The captain asked why we did not receive traffic regarding the large transport that appeared in proximity to us. The supervisor advised the controller was distracted. They didn't know why since the controller was only working 3 aircraft and the C/a went off 700' before we leveled off. The supervisor advised that the incident was being reported.

AT THIS POINT THE LGT WAS PASSING BEHIND US AND APPEARED AT OUR ALT. THE LGT APPEARED FAIRLY CLOSE. NO TFC ADVISORY OR SAFETY ALERT WAS ISSUED BY ATC. AFTER BEING LEVEL FOR APPROX 30 SECS, ATC REQUESTED OUR ALT. WE ADVISED 7000'. ATC THEN ISSUED A TURN TO 250 DEGS, CLB AND MAINTAIN 17000'. A SHORT TIME LATER WE WERE ADVISED TO CONTACT THE FAC. UPON CONTACTING THE FAC THE SUPVR ADVISED WE WERE CLRED TO 6000' IN LIEU OF 7000'. THE CAPT ASKED WHY WE DID NOT RECEIVE TFC REGARDING THE LGT THAT APPEARED IN PROX TO US. THE SUPVR ADVISED THE CTLR WAS DISTRACTED. THEY DIDN'T KNOW WHY SINCE THE CTLR WAS ONLY WORKING 3 ACFT AND THE C/A WENT OFF 700' BEFORE WE LEVELED OFF. THE SUPVR ADVISED THAT THE INCIDENT WAS BEING RPTED.
