Narrative:

During a recent flight from denver to phoenix in jan/89, I was at FL200 on J102 west of alamosa, co. ZAB amended my clearance to cleared direct gallup, mogwi one arrival. (Copy of STAR attached.) there were no amendments issued at the time of the clearance. Upon reaching gallup I started a descent and asked center for the local altimeter setting. I was asked why I wished the altimeter setting, to which I replied that I was descending to 16000'. The controller said that I was not cleared to 16000' and to climb and maintain 20000'. As I reviewed the STAR I found no mention of variance of altitude other than what was printed on the procedure. I am concerned that there was a lack of communication relative to a clearance and a procedure that clearance requires.

Narrative: DURING A RECENT FLT FROM DENVER TO PHOENIX IN JAN/89, I WAS AT FL200 ON J102 W OF ALAMOSA, CO. ZAB AMENDED MY CLRNC TO CLRED DIRECT GALLUP, MOGWI ONE ARRIVAL. (COPY OF STAR ATTACHED.) THERE WERE NO AMENDMENTS ISSUED AT THE TIME OF THE CLRNC. UPON REACHING GALLUP I STARTED A DSCNT AND ASKED CENTER FOR THE LOCAL ALTIMETER SETTING. I WAS ASKED WHY I WISHED THE ALTIMETER SETTING, TO WHICH I REPLIED THAT I WAS DSNDING TO 16000'. THE CTLR SAID THAT I WAS NOT CLRED TO 16000' AND TO CLIMB AND MAINTAIN 20000'. AS I REVIEWED THE STAR I FOUND NO MENTION OF VARIANCE OF ALT OTHER THAN WHAT WAS PRINTED ON THE PROCEDURE. I AM CONCERNED THAT THERE WAS A LACK OF COMMUNICATION RELATIVE TO A CLRNC AND A PROCEDURE THAT CLRNC REQUIRES.
