Narrative:

At 6000' MSL on approach, cleared to cross holid at or above 3000' and execute ILS 9L. During descent approach control asked altitude. We reported passing 4400' MSL for 3000' MSL. Approach control requested an immediate level off at 4000' MSL. Descent clearance was in error. An approach to landing was continued. Perhaps improper clearance could have been discovered by closer attention to readback. Supplemental information from acn 103371: after leaving 6000' approach control questioned our altitude and said she did not clear us out of 6000'. We asked what she wanted us to do and, after a pause, she instructed us to maintain 4000'. There seemed to be a conflict with another aircraft, but I have no details on that.
