Narrative:
Flight was an instrument training flight. VOR and first NDB approachs were misses. Second NDB approach was a full stop at ccr. Tower gave right turn off runway 19R for taxi back. Instrument assumed control of the plane for taxi back while studying the next approach (NDB 27R at oak). Instrument appeared to get lost crossing runway 14L, asked ground for help and confirmed runway 14L. Ground informed '14L next left taxi, don't enter 19R.' instrument missed taxiway and signs for 19R and entered 19R. I looked up and advised on 19R with plane on short final. Instrument crossed 19R to clear runway. Landing aircraft overflew us and landed low. Factors: 1) nights, 2) instrument, 3) both parties in plane not concentrating on taxi, 4) (maybe) no sign at 14L and 19R intersection, however instrument should have noticed when clear. 5) the radio conversation would have indicated we were confused ground could have paid more attention, not a busy night and we could have asked for a progressive taxi. Overall just plain dumb. Fix any one factor above and no incursion. Also lucky landing aircraft out far enough so that it could overfly us.
Original NASA ASRS Text
Title: SMA CROSSED RWY WITHOUT AUTHORIZATION WHILE AN ACFT WAS LNDG ON SAME RWY.
Narrative: FLT WAS AN INSTRUMENT TRNING FLT. VOR AND FIRST NDB APCHS WERE MISSES. SECOND NDB APCH WAS A FULL STOP AT CCR. TWR GAVE RIGHT TURN OFF RWY 19R FOR TAXI BACK. INSTR ASSUMED CTL OF THE PLANE FOR TAXI BACK WHILE STUDYING THE NEXT APCH (NDB 27R AT OAK). INSTR APPEARED TO GET LOST XING RWY 14L, ASKED GND FOR HELP AND CONFIRMED RWY 14L. GND INFORMED '14L NEXT LEFT TAXI, DON'T ENTER 19R.' INSTR MISSED TXWY AND SIGNS FOR 19R AND ENTERED 19R. I LOOKED UP AND ADVISED ON 19R WITH PLANE ON SHORT FINAL. INSTR CROSSED 19R TO CLR RWY. LNDG ACFT OVERFLEW US AND LANDED LOW. FACTORS: 1) NIGHTS, 2) INSTR, 3) BOTH PARTIES IN PLANE NOT CONCENTRATING ON TAXI, 4) (MAYBE) NO SIGN AT 14L AND 19R INTXN, HOWEVER INSTR SHOULD HAVE NOTICED WHEN CLR. 5) THE RADIO CONVERSATION WOULD HAVE INDICATED WE WERE CONFUSED GND COULD HAVE PAID MORE ATTN, NOT A BUSY NIGHT AND WE COULD HAVE ASKED FOR A PROGRESSIVE TAXI. OVERALL JUST PLAIN DUMB. FIX ANY ONE FACTOR ABOVE AND NO INCURSION. ALSO LUCKY LNDG ACFT OUT FAR ENOUGH SO THAT IT COULD OVERFLY US.
