Narrative:
We were cleared to descend and maintain FL290 prior to beginning the gibzz RNAV STAR to iad (not cleared to 'descend via'). I was the first officer and non flying pilot. Just passed mgw; I left the number one radio to go over to number two; record the ATIS; and call the FBO to ensure passenger transportation was set up. While I was off the center frequency; the captain queried ATC if we were to expect a 'descend via' clearance. The 'descend via' clearance was given just past the brndn intersection. The captain initiated a descent to comply with the crossing altitudes and speed restrictions. When I returned to the number one radio the captain and I had a brief discussion about the changes that had occurred while I was off frequency. It soon became apparent that we would not be able to comply with the 280 KTS at jimve intersection due to the late 'descend via' clearance. We advised ATC of this.this is a relatively new arrival with lots of crossing restriction and is very busy. The first few fixes are very close together. In the future; I will proactively begin a speed reduction and ensure both pilots are watching the arrival to avoid this situation.

Title: A G-IV flight crew was unable to comply with the crossing speed restriction at JIMVE waypoint when they received their 'descend via the GIBZZ RNAV STAR' clearance late.
Narrative: We were cleared to descend and maintain FL290 prior to beginning the GIBZZ RNAV STAR to IAD (not cleared to 'descend via'). I was the First Officer and non flying pilot.
