Narrative:
Tower controller in charge/cab coordinator. A SR22 [was] on routine VFR arrival procedure to runway 12L. A B737 holding in position runway 12R awaiting traffic to exit for departure. The SR22 enters left base and is cleared to land runway 12L; read back landing clearance runway 12L. On base aircraft turns outbound opposite runway and then realizing his mistake turns back towards the airport. The SR22 was very high and it was very difficult to see exactly which runway he was lined up for. Local controller issued traffic to the SR22 on the B737 holding in position on runway 12R. The SR22 acknowledges and states traffic in sight. Roll-out traffic exits and the B737 is cleared for takeoff. The SR22; still very high dives down for landing but is apparently lined up for 12R. The B737 has just started take off role and states that he is aborting his takeoff. The SR22 touches down mid way down runway 12R and exits. The B737 is told to hold by local control and holds in position. When the runway is clear the B737 is cleared for takeoff and departs normally. Use of extreme caution with this procedure as it is very difficult to verify the aircraft's position on final; especially if they are high. Also; pilot training to know he can't land over another aircraft on the same runway.
