Narrative:

Upon climb out; the first officer and I noticed a 'surging' of the number 2 engine. The surge was felt in the aircraft and noticed on the gauges as well. I immediately stopped the climb; notified ATC and declared an emergency. Approach gave us priority for the runway. A shutdown of the number 2 engine was not warranted given the rate of fluctuation in the engine surging (minute). A normal landing was accomplished.

Title: A DHC-8-200 Captain declared an emergency and returned to the departure airport after the Number 2 Engine began surging during climb after takeoff.
