Narrative:
ZOB handed off air carrier 1 climbing to FL290 via J43 rod and air carrier 2 climbing to FL290 via rod approximately 12 NM in trail. Air carrier 1 checked on climbing to FL290 and asked about chop. I advised light to moderate chop and turbulence 240 through FL280. ZOB then called asking about air carrier 1's airspeed and I advised aircraft in chop. I told ZOB to stop air carrier 2 at FL280. ZOB advised that aircraft was on my frequency and that air carrier 1 was my clt to FL330. Many wbound via J152 rod J149 rod fwa at FL310. Also sebnd aircraft via J30 at FL330. Not able to climb air carrier. Air carrier 2 never switched to my frequency and was still working ZOB. Oedp alerted with air carrier 2 at FL285, 4 mi and closing on air carrier 1 at 290. I called air carrier 2 3 times to descend to FL280. No answer. I then climbed air carrier 1 to FL310 and turned 20 degrees left to miss aircraft. Other aircraft at FL310 had to be turned hard right to miss air carrier 1. Air carrier 2 finally checked on frequency about 2-3 mins later.

Title: 2 ACFT HANDED OFF CLIMBING TO SAME ALT WITH FIRST ACFT FASTER THAN SECOND. LESS THAN STANDARD SEPARATION OCCURRED.
Narrative: ZOB HANDED OFF ACR 1 CLBING TO FL290 VIA J43 ROD AND ACR 2 CLBING TO FL290 VIA ROD APPROX 12 NM IN TRAIL. ACR 1 CHKED ON CLBING TO FL290 AND ASKED ABOUT CHOP. I ADVISED LIGHT TO MODERATE CHOP AND TURB 240 THROUGH FL280. ZOB THEN CALLED ASKING ABOUT ACR 1'S AIRSPD AND I ADVISED ACFT IN CHOP. I TOLD ZOB TO STOP ACR 2 AT FL280. ZOB ADVISED THAT ACFT WAS ON MY FREQ AND THAT ACR 1 WAS MY CLT TO FL330. MANY WBOUND VIA J152 ROD J149 ROD FWA AT FL310. ALSO SEBND ACFT VIA J30 AT FL330. NOT ABLE TO CLB ACR. ACR 2 NEVER SWITCHED TO MY FREQ AND WAS STILL WORKING ZOB. OEDP ALERTED WITH ACR 2 AT FL285, 4 MI AND CLOSING ON ACR 1 AT 290. I CALLED ACR 2 3 TIMES TO DSND TO FL280. NO ANSWER. I THEN CLBED ACR 1 TO FL310 AND TURNED 20 DEGS LEFT TO MISS ACFT. OTHER ACFT AT FL310 HAD TO BE TURNED HARD RIGHT TO MISS ACR 1. ACR 2 FINALLY CHKED ON FREQ ABOUT 2-3 MINS LATER.
