Narrative:
[Pilot flying] reduced power to start descent for base leg and full stop landing. He had already made a touch and go landing a few minutes earlier. At about 700 ft prior to base leg he announced he had lost power. CFI told him to turn toward end of runway at once and keep 60 mph airspeed. CFI advised airport of our loss of power. Touched down short of airport property. Neither pilot had any injuries.

Title: A Taylor Craft BC-12 engine failed at 700 FT turning final so the aircraft was turned directly to the airport; but landed short with no injuries to the pilot or instructor.
