Narrative:
We flew an ILS approach and landing to runway 11R. The RVR was 2400' in snow and blowing snow. I attempted to exit the runway at taxiway A5, but could not enter the ramp area because of an approaching widebody transport, being taxied to a gate by mechanics, showed no signs of slowing to allow us to proceed. I pulled up as close to the ramp as I dared but still felt that our tail might be extended out onto the runway, or at the very least, very close to the runway edge. Before the first officer could get through on tower frequency, a small corp type jet took off on 11R and passed our position at 100-200' altitude. Due to the visibility I doubt that the tower could see us visually and I don't recall them asking for a 'clear of runway' report. To help prevent this situation, I believe it should be stated in the far's that taxiing aircraft should give way to aircraft exiting an active runway. Also a definite 'clear of runway' call should be required in IMC conditions when the tower doesn't have surface radar available.

Title: CONFLICT GND CRITICAL BETWEEN ACR-WDB BLOCKED FROM CLEARING COMPLETELY FROM RWY ENVIRONMENT AND CORP-SMT TKOF. OPERATIONAL ERROR.
Narrative: WE FLEW AN ILS APCH AND LNDG TO RWY 11R. THE RVR WAS 2400' IN SNOW AND BLOWING SNOW. I ATTEMPTED TO EXIT THE RWY AT TXWY A5, BUT COULD NOT ENTER THE RAMP AREA BECAUSE OF AN APCHING WDB, BEING TAXIED TO A GATE BY MECHS, SHOWED NO SIGNS OF SLOWING TO ALLOW US TO PROCEED. I PULLED UP AS CLOSE TO THE RAMP AS I DARED BUT STILL FELT THAT OUR TAIL MIGHT BE EXTENDED OUT ONTO THE RWY, OR AT THE VERY LEAST, VERY CLOSE TO THE RWY EDGE. BEFORE THE F/O COULD GET THROUGH ON TWR FREQ, A SMALL CORP TYPE JET TOOK OFF ON 11R AND PASSED OUR POS AT 100-200' ALT. DUE TO THE VISIBILITY I DOUBT THAT THE TWR COULD SEE US VISUALLY AND I DON'T RECALL THEM ASKING FOR A 'CLR OF RWY' RPT. TO HELP PREVENT THIS SITUATION, I BELIEVE IT SHOULD BE STATED IN THE FAR'S THAT TAXIING ACFT SHOULD GIVE WAY TO ACFT EXITING AN ACTIVE RWY. ALSO A DEFINITE 'CLR OF RWY' CALL SHOULD BE REQUIRED IN IMC CONDITIONS WHEN THE TWR DOESN'T HAVE SURFACE RADAR AVAILABLE.
