Narrative:
Upon contact with dab, ATIS was 2400 scattered, 7 mi right, wind 360/11. The ILS was inoperative and were given NDB approach to 7L. Vectors for the approach. After turning final the NDB went off air. We were vectored to omn VOR to hold. Before actually reaching holding fix we were given vectors for an ASR approach. The ATIS was now updated. However, previous ATIS information said the first 2000' of 7L was closed. 4-5 mi out we received new ATIS information: 600 broken, 2 1/2 mi right, F. We descended to MDA and were able to see the runway about 1 mi from the airport. We saw the first 2000' of the runway blacked out with no runway lights or markings of any kind. The only operating lights were the sequential flashers, (rabbit) on 7L. We overflew the first 2000' of 7L as it was reported closed on previous ATIS information and completed the landing. At T/D we saw construction equipment at the far end of the runway. We used maximum brake and reverse thrust to stop before the construction began. With the wet runway the anti skid began releasing and we went into the construction area by about 50'. There were no barriers and only a 3-4' drop off to a paved surface. The aircraft sustained no damage, nor did any ground equipment we talked to tower personnel and they said this was the fifth time an air carrier had skidded into the construction area. To help, dab should at least turn on runway lights in day operations, mark runways and ensure ATIS tells which portion of runway is actually closed. The runway was not marked for the first 2000', not lighted, and ATIS stated the first 2000' was closed instead of the last 2000'. By the way, the week before the first 2000' of 7L was closed and I feel whoever made the ATIS tape was confused, and put bad information on ATIS.

Title: ACR MLG RWY EXCURSION. ACFT LANDED LONG DUE ATIS INFORMATION THAT FIRST 2000' ON RWY CLOSED FOR CONSTRUCTION. FACTS WERE THAT THE LAST 2000' WERE CLOSED.

WE WERE VECTORED TO OMN VOR TO HOLD. BEFORE ACTUALLY REACHING HOLDING FIX WE WERE GIVEN VECTORS FOR AN ASR APCH. THE ATIS WAS NOW UPDATED. HOWEVER, PREVIOUS ATIS INFO SAID THE FIRST 2000' OF 7L WAS CLOSED. 4-5 MI OUT WE RECEIVED NEW ATIS INFO: 600 BROKEN, 2 1/2 MI R, F. WE DSNDED TO MDA AND WERE ABLE TO SEE THE RWY ABOUT 1 MI FROM THE ARPT. WE SAW THE FIRST 2000' OF THE RWY BLACKED OUT WITH NO RWY LIGHTS OR MARKINGS OF ANY KIND. THE ONLY OPERATING LIGHTS WERE THE SEQUENTIAL FLASHERS, (RABBIT) ON 7L. WE OVERFLEW THE FIRST 2000' OF 7L AS IT WAS RPTED CLOSED ON PREVIOUS ATIS INFO AND COMPLETED THE LNDG. AT T/D WE SAW CONSTRUCTION EQUIP AT THE FAR END OF THE RWY. WE USED MAX BRAKE AND REVERSE THRUST TO STOP BEFORE THE CONSTRUCTION BEGAN. WITH THE WET RWY THE ANTI SKID BEGAN RELEASING AND WE WENT INTO THE CONSTRUCTION AREA BY ABOUT 50'. THERE WERE NO BARRIERS AND ONLY A 3-4' DROP OFF TO A PAVED SURFACE. THE ACFT SUSTAINED NO DAMAGE, NOR DID ANY GND EQUIP WE TALKED TO TWR PERSONNEL AND THEY SAID THIS WAS THE FIFTH TIME AN ACR HAD SKIDDED INTO THE CONSTRUCTION AREA. TO HELP, DAB SHOULD AT LEAST TURN ON RWY LIGHTS IN DAY OPS, MARK RWYS AND ENSURE ATIS TELLS WHICH PORTION OF RWY IS ACTUALLY CLOSED. THE RWY WAS NOT MARKED FOR THE FIRST 2000', NOT LIGHTED, AND ATIS STATED THE FIRST 2000' WAS CLOSED INSTEAD OF THE LAST 2000'. BY THE WAY, THE WK BEFORE THE FIRST 2000' OF 7L WAS CLOSED AND I FEEL WHOEVER MADE THE ATIS TAPE WAS CONFUSED, AND PUT BAD INFO ON ATIS.
