Narrative:
Flight was given an intercept heading and cleared for ILS approach 14R (ord). At point of intercept captain's and first officer's HSI display of localizer oscillated plus or minus 1 1/2 dots and displayed full offset behind. Only seconds later to displayed full offset ahead. No flags in view. Frequency and course selected were verified correct. ATC gave a heading of 270 degree and climb 4000'. We were vectored for another approach and it was completed uneventfully. In trying to determine what had happened we were slow in instigating the go around.

Narrative: FLT WAS GIVEN AN INTERCEPT HDG AND CLRED FOR ILS APCH 14R (ORD). AT POINT OF INTERCEPT CAPT'S AND F/O'S HSI DISPLAY OF LOC OSCILLATED PLUS OR MINUS 1 1/2 DOTS AND DISPLAYED FULL OFFSET BEHIND. ONLY SECONDS LATER TO DISPLAYED FULL OFFSET AHEAD. NO FLAGS IN VIEW. FREQ AND COURSE SELECTED WERE VERIFIED CORRECT. ATC GAVE A HDG OF 270 DEG AND CLIMB 4000'. WE WERE VECTORED FOR ANOTHER APCH AND IT WAS COMPLETED UNEVENTFULLY. IN TRYING TO DETERMINE WHAT HAD HAPPENED WE WERE SLOW IN INSTIGATING THE GO AROUND.
