Narrative:
Aircraft was cleared for takeoff on runway 21 at abq. As aircraft was approaching lift off airspeed, and approaching taxiway delta and runway 12/30, pilot observed an small transport. Approaching runway 21 on taxiway delta, aircraft continued to cross runway 21. As pilot, I lifted our light transport off the ground so as to pass over the other aircraft. As we passed over aircraft, it was in the middle of runway 21. Believe there was a lack of communication between ground controller and tower controller. Believe also that the pilot of the small transport did not look down runway as he approached crossing point, as I'm sure because of our size, he would have seen us and would have stopped short of runway.

Title: ACFT TAXIED ACROSS RWY WHILE LTT WAS DEPARTING.
Narrative: ACFT WAS CLRED FOR TKOF ON RWY 21 AT ABQ. AS ACFT WAS APCHING LIFT OFF AIRSPD, AND APCHING TXWY DELTA AND RWY 12/30, PLT OBSERVED AN SMT. APCHING RWY 21 ON TXWY DELTA, ACFT CONTINUED TO CROSS RWY 21. AS PLT, I LIFTED OUR LTT OFF THE GND SO AS TO PASS OVER THE OTHER ACFT. AS WE PASSED OVER ACFT, IT WAS IN THE MIDDLE OF RWY 21. BELIEVE THERE WAS A LACK OF COM BTWN GND CTLR AND TWR CTLR. BELIEVE ALSO THAT THE PLT OF THE SMT DID NOT LOOK DOWN RWY AS HE APCHED XING POINT, AS I'M SURE BECAUSE OF OUR SIZE, HE WOULD HAVE SEEN US AND WOULD HAVE STOPPED SHORT OF RWY.
