Narrative:
Takeoff from phx on runway 8L, payso departure, climbing through 2500' 4 DME west of srp VOR, noticed an small transport in a slight descent just above and to the right of us with an intercept heading on us of about 20 degrees. Small transport was faster than us and shot out ahead of us and descended through our altitude. The captain queried departure control and they seemed unsure of what and where the traffic was (asked if tower had not told about traffic). Meanwhile the small transport still below us started a turn toward us and departure told us to turn to 040 degrees and the small transport to turn to 070 degrees (which he didn't do). We were climbing faster than the small transport now and he reported he had us in sight, while still turning toward us. Eventually he passed below and behind us which he was supposed to do after takeoff as he was VFR and supposedly had us in sight. We got no warning of traffic from either tower or departure. The captain called phx after we landed in mem and they agreed that we should have been told and that the small transport did not do as he was told.

Title: SMT AND LGT DEPARTING PARALLEL RWYS AT PHX HAVE NMAC.
Narrative: TKOF FROM PHX ON RWY 8L, PAYSO DEP, CLBING THROUGH 2500' 4 DME W OF SRP VOR, NOTICED AN SMT IN A SLIGHT DSCNT JUST ABOVE AND TO THE RIGHT OF US WITH AN INTERCEPT HDG ON US OF ABOUT 20 DEGS. SMT WAS FASTER THAN US AND SHOT OUT AHEAD OF US AND DSNDED THROUGH OUR ALT. THE CAPT QUERIED DEP CTL AND THEY SEEMED UNSURE OF WHAT AND WHERE THE TFC WAS (ASKED IF TWR HAD NOT TOLD ABOUT TFC). MEANWHILE THE SMT STILL BELOW US STARTED A TURN TOWARD US AND DEP TOLD US TO TURN TO 040 DEGS AND THE SMT TO TURN TO 070 DEGS (WHICH HE DIDN'T DO). WE WERE CLBING FASTER THAN THE SMT NOW AND HE RPTED HE HAD US IN SIGHT, WHILE STILL TURNING TOWARD US. EVENTUALLY HE PASSED BELOW AND BEHIND US WHICH HE WAS SUPPOSED TO DO AFTER TKOF AS HE WAS VFR AND SUPPOSEDLY HAD US IN SIGHT. WE GOT NO WARNING OF TFC FROM EITHER TWR OR DEP. THE CAPT CALLED PHX AFTER WE LANDED IN MEM AND THEY AGREED THAT WE SHOULD HAVE BEEN TOLD AND THAT THE SMT DID NOT DO AS HE WAS TOLD.
