Narrative:
After deice procedure (type 1 and 4) we had a long taxi; performing a crossbleed start on the taxiway. After a normal power up and acceleration to V1/vr; first officer (flying pilot); reported that the aircraft would not rotate and he was aborting the takeoff. A quick visual check by me showed that he had the yoke pulled way back and was just getting the nose wheel off the ground. We aborted the run and returned to gate for maintenance inspection. Prior to taxi [load planning] had us move 3 passengers aft; filling the last seats. Failure to achieve normal rotation. I feel that procedures were followed; and a safe outcome resulted.

Title: EMB145 flight crew reports rejecting a takeoff after Vr due to failure to rotate. The aircraft is successfully stopped on the runway and taxied back to the gate.
