Narrative:

I was working ground control, primary departing runway 20R and 20L. Runway 13 belonged to ground control unless taxied to, which 2 aircraft requested due to operational needs and were taxied there. I then taxied several aircraft to 20R and aircraft 3 called for 20L. I instructed 3 to taxi to 20L, cross 13 thinking it was still mine. I later noticed an large transport departing 13 and realized I crossed a runway without permission and checked to see where 3 was and he was clear on 'east' taxiway. I did not see 3 on the runway while the large transport was rolling, however both pilots did see each other. The two aircraft came within 3500' of each other. I had been on position 4 minutes when the incident occurred. When doing anything abnormal (departing 13 in this case) you have to be extremely cautious and scan continuously. I cannot explain exactly why this situation occurred, but it shouldn't have.

Title: GND CTLR DIRECTED ACFT ACROSS AN ACTIVE RWY NOT UNDER HIS CONTROL.

Narrative: I WAS WORKING GND CTL, PRIMARY DEPARTING RWY 20R AND 20L. RWY 13 BELONGED TO GND CTL UNLESS TAXIED TO, WHICH 2 ACFT REQUESTED DUE TO OPERATIONAL NEEDS AND WERE TAXIED THERE. I THEN TAXIED SEVERAL ACFT TO 20R AND ACFT 3 CALLED FOR 20L. I INSTRUCTED 3 TO TAXI TO 20L, CROSS 13 THINKING IT WAS STILL MINE. I LATER NOTICED AN LGT DEPARTING 13 AND REALIZED I CROSSED A RWY WITHOUT PERMISSION AND CHECKED TO SEE WHERE 3 WAS AND HE WAS CLEAR ON 'E' TXWY. I DID NOT SEE 3 ON THE RWY WHILE THE LGT WAS ROLLING, HOWEVER BOTH PLTS DID SEE EACH OTHER. THE TWO ACFT CAME WITHIN 3500' OF EACH OTHER. I HAD BEEN ON POSITION 4 MINUTES WHEN THE INCIDENT OCCURRED. WHEN DOING ANYTHING ABNORMAL (DEPARTING 13 IN THIS CASE) YOU HAVE TO BE EXTREMELY CAUTIOUS AND SCAN CONTINUOUSLY. I CANNOT EXPLAIN EXACTLY WHY THIS SITUATION OCCURRED, BUT IT SHOULDN'T HAVE.
