Narrative:

While on IFR flight plan and talking to toledo approach control, we requested and were given permission to hold at the waterville VOR. On the second turn from the VOR a crew member observed an aircraft approaching fast. Rapid evasive action was taken by our aircraft ot avoid an almost certain collision. No evasive action was taken by the other aircraft and no notice of other traffic was reported by approach control. Approach control notified. I asked approach if he was seeing other traffic. Approach stated that now they saw the traffic, after we had taken evasive action and the aircraft had passed by. Pilot occupying the left seat was under the hood. Crew member in rear left alerted pilots to other traffic.
