Narrative:
Local test hop in privately owned fgt. Purpose of flight was to conduct flight check on fuel transfer and fuel dump systems. Fuel dump appeared normal with no apparent malfunctions. On entering pattern at ads, tower advised fuel was dumping from the aircraft. I then cycled the fuel dump selector switch and was advised by the addison tower that fuel was still dumping. I requested the fire fighting equipment and advised the tower that I probably would shut the engine down on the runway. Upon landing I shut the engine and fuel system down and cleared the active runway onto taxiway delta. No fire damage or injury to property or life occurred.

Title: PRIVATE FGT UNABLE TO CLOSE FUEL DUMP VALVES DURING TEST FLT. TWR ADVISED PLT OF PROBLEM AS ACFT WAS ON APCH.
