Narrative:
I spoke to FSS briefer to get current WX for return trip to C62. I had her update my departure time of my IFR flight plan. We discussed how long the computer will hold a flight plan. 2 hours is the norm, I was assured, but cle seems to kick them out by an 1 1/2 hours. Anyway, my flight plan was supposed to go to ZID. We departed I15 about 1 hour later and contacted columbus departure. They told me they had no flight plan on me, so I turned north toward ape VOR to stay clear of cmh arsa and rickenbacker AFB air traffic area. The controller and I discussed when and who I filed with and I was told to standby and fly 360 degrees, which I already was. While VFR on 360 degrees at 3000', the controller refiled me and cleared me on course and up to 6000'. While in the climb, IMC, ice building up, turbulence, rain and snow, I overshot climb altitude by 300'. This isn't the first time flts out of oh where my flight plan was lost. This adds confusion and extra pressure to an already demanding flight. Maybe certain FSS's in and around oh need more training on their computers. I will watch the altimeter more closely on climb and descent in the future.
