Narrative:
I was on a government't contract low level flight, doing predator control. My gunner, a government't employee, was in the aircraft and was intimately familiar with the terrain. We followed the boundary of R3203 a & B around the west side to the north side, hunting around a band of sheep and then landing on the north boundary road to talk with the sheep herder. We noticed a lot of activity (tanks, road crews) inside the area and assumed the ordered restr area was hot. Shortly after landing a security guard drove up to us and took down my north#, saying we had 'gotten everybody pretty excited.' we noted to him that we had not gone inside the restr area's boundaries, but they seemed unhappy with us all the same and stated they would be taking further action through the blm. Although I am innocent of entering the restr area, it appears the army national guard may contest that. Therefore, I am submitting this statement. In the future, I plan to determine beforehand whether or not the area is hot, and if it is, stay well clear of it. Callback conversation with reporter revealed the following: reporter revealed he had not intended to fly in the area of the restr airspace or would have followed normal procedure of checking with boise before departure to see if orchard area was hot. 9 times out of 10 it is not and they receive clearance through area. Reporter had been flying southeast of that area and then moved north. There is a plowed road around the perimeter of the restr area and reporter was using that as a ground reference to keep clear. Also had gunner aboard who knew area extremely well and was keeping them outside. Reporter has low level waiver to do his work and radios are remoted through blm.

Title: POSSIBLE INADVERTENT PENETRATION RESTRICTED AREA 3203 A & B WHEN HOT DURING PREDATOR CONTROL FLT.
Narrative: I WAS ON A GOV'T CONTRACT LOW LEVEL FLT, DOING PREDATOR CONTROL. MY GUNNER, A GOV'T EMPLOYEE, WAS IN THE ACFT AND WAS INTIMATELY FAMILIAR WITH THE TERRAIN. WE FOLLOWED THE BOUNDARY OF R3203 A & B AROUND THE W SIDE TO THE N SIDE, HUNTING AROUND A BAND OF SHEEP AND THEN LNDG ON THE N BOUNDARY ROAD TO TALK WITH THE SHEEP HERDER. WE NOTICED A LOT OF ACTIVITY (TANKS, ROAD CREWS) INSIDE THE AREA AND ASSUMED THE ORDERED RESTR AREA WAS HOT. SHORTLY AFTER LNDG A SECURITY GUARD DROVE UP TO US AND TOOK DOWN MY N#, SAYING WE HAD 'GOTTEN EVERYBODY PRETTY EXCITED.' RPTR HAD BEEN FLYING SE OF THAT AREA AND THEN MOVED N. THERE IS A PLOWED ROAD AROUND THE PERIMETER OF THE RESTR AREA AND RPTR WAS USING THAT AS A GND REF TO KEEP CLEAR. ALSO HAD GUNNER ABOARD WHO KNEW AREA EXTREMELY WELL AND WAS KEEPING THEM OUTSIDE. RPTR HAS LOW LEVEL WAIVER TO DO HIS WORK AND RADIOS ARE REMOTED THROUGH BLM.
