Narrative:
In 4/89 I flew an small aircraft in the vicinity of lake lawn airport, which is located about 1/2 mi east of delavan, wi (population 6000). At that time I inadvertently flew over a portion of the city at about 150' AGL. Next day I was advised that a complaint had been made concerning a low flying aircraft. After being notified of the complaint, I checked my records and found that my BFR and third class medical certificate were not current. Also the owner of the aircraft determined that the aircraft annual was 2 months overdue. Since then I have been examined for my BFR and medical certificate, and I have been advised that the airplane annual should be completed shortly. All these problems were my own fault for unintentionally failing to attend to far requirements. No future incidents of this nature will occur again on my part. I would suggest that it would be helpful to pilots to send them a postcard reminder that their medical certificate is due to be renewed, similar to the practice in many states where driver's license reminder are sent out. This reminder should also advise them to verify that their BFR is current. Such a procedure would be beneficial in my opinion.

Title: GA SMA BUZZED A SMALL TOWN NEAR A NON TWR ARPT. AT THE TIME THE ACFT CERTIFICATE WAS NOT CURRENT, THE REPORTER'S MEDICAL HAD EXPIRED, AND HIS BFR WAS OVERDO.
Narrative: IN 4/89 I FLEW AN SMA IN THE VICINITY OF LAKE LAWN ARPT, WHICH IS LOCATED ABOUT 1/2 MI E OF DELAVAN, WI (POPULATION 6000). AT THAT TIME I INADVERTENTLY FLEW OVER A PORTION OF THE CITY AT ABOUT 150' AGL. NEXT DAY I WAS ADVISED THAT A COMPLAINT HAD BEEN MADE CONCERNING A LOW FLYING ACFT. AFTER BEING NOTIFIED OF THE COMPLAINT, I CHKED MY RECORDS AND FOUND THAT MY BFR AND THIRD CLASS MEDICAL CERTIFICATE WERE NOT CURRENT. ALSO THE OWNER OF THE ACFT DETERMINED THAT THE ACFT ANNUAL WAS 2 MONTHS OVERDUE. SINCE THEN I HAVE BEEN EXAMINED FOR MY BFR AND MEDICAL CERTIFICATE, AND I HAVE BEEN ADVISED THAT THE AIRPLANE ANNUAL SHOULD BE COMPLETED SHORTLY. ALL THESE PROBS WERE MY OWN FAULT FOR UNINTENTIONALLY FAILING TO ATTEND TO FAR REQUIREMENTS. NO FUTURE INCIDENTS OF THIS NATURE WILL OCCUR AGAIN ON MY PART. I WOULD SUGGEST THAT IT WOULD BE HELPFUL TO PLTS TO SEND THEM A POSTCARD REMINDER THAT THEIR MEDICAL CERTIFICATE IS DUE TO BE RENEWED, SIMILAR TO THE PRACTICE IN MANY STATES WHERE DRIVER'S LICENSE REMINDER ARE SENT OUT. THIS REMINDER SHOULD ALSO ADVISE THEM TO VERIFY THAT THEIR BFR IS CURRENT. SUCH A PROC WOULD BE BENEFICIAL IN MY OPINION.
