Narrative:

During takeoff the APU was supplying air to the packs. We had missed it on takeoff (checklist). At 20,000' both packs failed. While trying to reinstate packs it was noticed that the APU supplying air to the packs was the problem. Captain was out of seat checking circuit breakers descent had already begun so aircraft was leveled off when problem was solved. During this time aircraft entered pre-stall buffet. Aircraft was recovered. Situation returned to normal. Balance of flight normal.

Title: WDB ACFT IN CLIMB AT 20,000' LOST BOTH AIR CONDITIONING PACKS. FLT CREW DISCOVERED THEY HAD BEEN ON APU DURING CLIMB.

Narrative: DURING TKOF THE APU WAS SUPPLYING AIR TO THE PACKS. WE HAD MISSED IT ON TKOF (CHECKLIST). AT 20,000' BOTH PACKS FAILED. WHILE TRYING TO REINSTATE PACKS IT WAS NOTICED THAT THE APU SUPPLYING AIR TO THE PACKS WAS THE PROBLEM. CAPT WAS OUT OF SEAT CHECKING CIRCUIT BREAKERS DESCENT HAD ALREADY BEGUN SO ACFT WAS LEVELED OFF WHEN PROBLEM WAS SOLVED. DURING THIS TIME ACFT ENTERED PRE-STALL BUFFET. ACFT WAS RECOVERED. SITUATION RETURNED TO NORMAL. BALANCE OF FLT NORMAL.
