Narrative:
Controllers in oceanic area are habitually assigning aircraft wrong altitudes for direction of flight for fuel conservation in violation of ICAO annex 2, appendix C, 7110.65E, paragraph 4-40 and 4-41, and 7110.83B section paragraph 2-42. Sometimes these altitudes are being issued in bi-directional flows and poor HF communications. In conjunction with this report, I have submitted a local suggestion form with 3 possible solutions.

Narrative: CTLRS IN OCEANIC AREA ARE HABITUALLY ASSIGNING ACFT WRONG ALTS FOR DIRECTION OF FLT FOR FUEL CONSERVATION IN VIOLATION OF ICAO ANNEX 2, APPENDIX C, 7110.65E, PARAGRAPH 4-40 AND 4-41, AND 7110.83B SECTION PARAGRAPH 2-42.
