Narrative:
En route from dulles to bradley. Cleared to cross madison VOR at 11,000. Thought clearance was to 10,000. Copilot read back cross madison at 10,000. Controller did not catch mistake. Upon descent to 10,000 controller said we were cleared only to 11,000. Copilot said he had read back 10,000. Controller said to maintain 11,000 which we then did.
