Narrative:

After landing on runway 29R, we were cleared to taxi across runway 29L. We crossed and were in a slow turn off of runway 29L when I noticed that my first officer had not contacted ground and just started the after landing checklist. I flipped the 'a-B' switch to 'a,' on which ground control was on, and ground control told us that we had just taxied in front of a single engine airplane. We told ground that we were sorry, and did not see him. I feel that many factors led to that point: 1) most of all was pilot fatigue, not just the night before (12 hour layover of which 6 hours of good rest was received due to the need of food, showering, etc), but this had also been my fifth day of flying on the last leg. 2) my first officer's attitude of, 'well, you are the PIC, so it's your problem and responsibility.' it seems to be an ongoing feeling that the first officer in the last few yrs seems to not understand that it is a crew effort and a common responsibility. 3) the common use of the tower frequency being used as ground, tower and departure at slow times throughout the day and night. Tends to lead to confusion at times.

Title: FLT CREW OF SMT SLOW CHANGING TO GND CTLR INADVERTENTLY TAXIED WITHOUT CLRNC.

Narrative: AFTER LNDG ON RWY 29R, WE WERE CLRED TO TAXI ACROSS RWY 29L. WE CROSSED AND WERE IN A SLOW TURN OFF OF RWY 29L WHEN I NOTICED THAT MY F/O HAD NOT CONTACTED GND AND JUST STARTED THE AFTER LNDG CHKLIST. I FLIPPED THE 'A-B' SWITCH TO 'A,' ON WHICH GND CTL WAS ON, AND GND CTL TOLD US THAT WE HAD JUST TAXIED IN FRONT OF A SINGLE ENG AIRPLANE. WE TOLD GND THAT WE WERE SORRY, AND DID NOT SEE HIM. I FEEL THAT MANY FACTORS LED TO THAT POINT: 1) MOST OF ALL WAS PLT FATIGUE, NOT JUST THE NIGHT BEFORE (12 HR LAYOVER OF WHICH 6 HRS OF GOOD REST WAS RECEIVED DUE TO THE NEED OF FOOD, SHOWERING, ETC), BUT THIS HAD ALSO BEEN MY FIFTH DAY OF FLYING ON THE LAST LEG. 2) MY F/O'S ATTITUDE OF, 'WELL, YOU ARE THE PIC, SO IT'S YOUR PROB AND RESPONSIBILITY.' IT SEEMS TO BE AN ONGOING FEELING THAT THE F/O IN THE LAST FEW YRS SEEMS TO NOT UNDERSTAND THAT IT IS A CREW EFFORT AND A COMMON RESPONSIBILITY. 3) THE COMMON USE OF THE TWR FREQ BEING USED AS GND, TWR AND DEP AT SLOW TIMES THROUGHOUT THE DAY AND NIGHT. TENDS TO LEAD TO CONFUSION AT TIMES.
