Narrative:
Flight instructor and student reviewing crosswind and emergency procedure prior to anticipated solo flight following day. Preflight indicated low fuel but was judged to be adequate for short (30 min) flight in pattern. On downwind for 3RD landing engine lost partial power. Instructor landed aircraft on assigned runway and taxied clear without damage, injury or delay. Fuel gauges indicated some fuel although tanks were empty.
