Narrative:
Controllers at ZOA area F are incorrectly applying rules from 7110.83B, paragraph 2-31, and 7110.65E, paragraphs 2-15, 5-64 and 5-65. In non radar situations (oceanic), they are utilizing a 50 mi cushion when receiving control of an aircraft which occasionally delays service to the user. More importantly they assume that other sector/center controllers do the same and therefore are relieved of their responsibility to issue restrictions to the receiving controller to separate a transferred aircraft with other aircraft in their jurisdiction.

Title: REPORTER ALLEGES THAT OCEANIC CTLRS ARE INCORRECTLY APPLYING RULES CONCERNING THE TRANSFER AND SEPARATION OF ACFT.
Narrative: CTLRS AT ZOA AREA F ARE INCORRECTLY APPLYING RULES FROM 7110.83B, PARAGRAPH 2-31, AND 7110.65E, PARAGRAPHS 2-15, 5-64 AND 5-65. IN NON RADAR SITUATIONS (OCEANIC), THEY ARE UTILIZING A 50 MI CUSHION WHEN RECEIVING CTL OF AN ACFT WHICH OCCASIONALLY DELAYS SVC TO THE USER. MORE IMPORTANTLY THEY ASSUME THAT OTHER SECTOR/CENTER CTLRS DO THE SAME AND THEREFORE ARE RELIEVED OF THEIR RESPONSIBILITY TO ISSUE RESTRICTIONS TO THE RECEIVING CTLR TO SEPARATE A TRANSFERRED ACFT WITH OTHER ACFT IN THEIR JURISDICTION.
