Narrative:
Approaching ard VOR on nanci 2 around lga, 11000' and 290 KTS assigned by ZDC. ZDC issued traffic over robbinsville VOR, VFR at 10800' MSL. 1 min later we asked about traffic and were told, '3 mi, opp direction.' as we completed right turn over ard I saw traffic at 12 O'clock, level, head on at what appeared to be our altitude. I alerted first officer and he came hard right as small aircraft was in hard descending right turn. Small aircraft appeared to have red markings on the tail. Closest approach appeared to be 250 yds. Aircraft passed off left side descending. I informed center we were reporting a near miss and he gave me phone #. Contacted center on ground.
