Narrative:

After departing I-54 to relocate aircraft to sgh, a 10 mi distance, I overflew the city of springfield, ohio at an altitude of 1700-2000' MSL. Upon arriving at sgh, the first officer informed me that they had received complaints by telephone of a low flying aircraft over the city. My understanding of far 91.79 was that 500' AGL was the minimum permissible altitude for the situation, as I did not feel that the area over which I flew was a congested area and there was no assembly of persons. I feel that far 91.79 needs further clarification.

Title: REPORTED LOW FLT OVER CITY.

Narrative: AFTER DEPARTING I-54 TO RELOCATE ACFT TO SGH, A 10 MI DISTANCE, I OVERFLEW THE CITY OF SPRINGFIELD, OHIO AT AN ALT OF 1700-2000' MSL.
