Narrative:
10 mi south of real county airport while en route from uvalde, tx, to leakey, tx, partial power loss occurred, resulting in inability to maintain altitude (descent was begun). I had to fly about 200' AGL over the town on approach. After landing, I drained about 1 qt of H20 from each main tank, after which engine ran perfectly. No H20 was discovered on preflight. Suspect it had been there a while. Aircraft now runs fine. Aircraft was last refueled at FBO in san antonio, but their fuel has never been a problem before. Sumps were drained after last refueling and prior to flight. Aircraft parked outside on several occasions at different airports.
