Narrative:

On descent to our destination, ont, cajon 6 arrival, we were told by ZLA to expect crossing pmd at FL230. Prior to pmd were cleared to descend to FL220. Just as we leveled at FL220, were cleared to expedite down to FL200. We acknowledged. Descending through FL205 the controller asked our altitude and stated that we were only cleared to FL220. There was a conflict of 3.8 mi. The one overriding factor in this event was controller overload. The controller was trying to talk to too many people at one time and not waiting for responses. Also, there was confusion about a military aircraft on UHF that the controller was handling.

Title: ACR WAS MISTAKINGLY ISSUED A DESCENT THAT CONFLICTED WITH ANOTHER ACFT.

Narrative: ON DSCNT TO OUR DEST, ONT, CAJON 6 ARR, WE WERE TOLD BY ZLA TO EXPECT XING PMD AT FL230. PRIOR TO PMD WERE CLRED TO DSND TO FL220. JUST AS WE LEVELED AT FL220, WERE CLRED TO EXPEDITE DOWN TO FL200. WE ACKNOWLEDGED. DSNDING THROUGH FL205 THE CTLR ASKED OUR ALT AND STATED THAT WE WERE ONLY CLRED TO FL220. THERE WAS A CONFLICT OF 3.8 MI. THE ONE OVERRIDING FACTOR IN THIS EVENT WAS CTLR OVERLOAD. THE CTLR WAS TRYING TO TALK TO TOO MANY PEOPLE AT ONE TIME AND NOT WAITING FOR RESPONSES. ALSO, THERE WAS CONFUSION ABOUT A MIL ACFT ON UHF THAT THE CTLR WAS HANDLING.
