Narrative:
Normal liftoff/rotation at clt felt bump. Inspection by maintenance at orf found tail strike damage. Used flaps one takeoff on medium large transport in wind conditions of low level turbulence. (Strong crosswind with gusts 20-30.) at rotation and liftoff strong downdraft caused tail strike. Feel with marginal clearance of tail from runway, under these conditions flap one takeoffs should be prohibited.

Title: DURING NORMAL ROTATION FOR TKOF ACFT SUFFERED TAIL STRIKE AFTER ENCOUNTER WITH STRONG DOWNDRAFT.
Narrative: NORMAL LIFTOFF/ROTATION AT CLT FELT BUMP. INSPECTION BY MAINT AT ORF FOUND TAIL STRIKE DAMAGE. USED FLAPS ONE TAKEOFF ON MLG IN WIND CONDITIONS OF LOW LEVEL TURBULENCE. (STRONG XWIND WITH GUSTS 20-30.) AT ROTATION AND LIFTOFF STRONG DOWNDRAFT CAUSED TAIL STRIKE. FEEL WITH MARGINAL CLRNC OF TAIL FROM RWY, UNDER THESE CONDITIONS FLAP ONE TAKEOFFS SHOULD BE PROHIBITED.
