Narrative:
Event happened right as we were being handed off from chicago center (radar) to lafayette approach (non radar). Captain reading approach and descent checklists. Just leveling off at 4000' MSL, an small aircraft spotted just above by PF. Aircraft was heading northwest at time of citing. Small aircraft spotted in slight climb and turn, could be evasive action. Poor radar coverage. Contributing factors: no radar coverage on that particular portion of arwy. PNF looking at checklist and not able to assist in scanning for traffic.
