Narrative:
Small transport was instructed to enter left base runway 19L. Small aircraft in right closed pattern runway 19R. Small transport reported 2 mi base; was told to turn right and follow another aircraft downwind past the approach end runway 19L. Small transport did not comply and appeared to be proceeding directly to the approach end of runway 19R at a high rate of speed (much faster than I felt was appropriate for traffic pattern). Small transport was given traffic (small aircraft on short final runway 19R). I also instructed him to then continue straight ahead past the tank farm northwest of the airport, then make a 270 degree turn and enter base for runway 19R. I had given him this last instruction of continuing straight ahead because he was heading directly to runway 19R. There was no base to final and small aircraft was within a 1/4 mi final runway 19R.

Title: SMT DID NOT COMPLY WITH ATC INSTRUCTIONS AND CAME IN CLOSE PROX TO ANOTHER ACFT ON SHORT FINAL.
Narrative: SMT WAS INSTRUCTED TO ENTER LEFT BASE RWY 19L. SMA IN RIGHT CLOSED PATTERN RWY 19R. SMT RPTED 2 MI BASE; WAS TOLD TO TURN RIGHT AND FOLLOW ANOTHER ACFT DOWNWIND PAST THE APCH END RWY 19L. SMT DID NOT COMPLY AND APPEARED TO BE PROCEEDING DIRECTLY TO THE APCH END OF RWY 19R AT A HIGH RATE OF SPD (MUCH FASTER THAN I FELT WAS APPROPRIATE FOR TFC PATTERN). SMT WAS GIVEN TFC (SMA ON SHORT FINAL RWY 19R). I ALSO INSTRUCTED HIM TO THEN CONTINUE STRAIGHT AHEAD PAST THE TANK FARM NW OF THE ARPT, THEN MAKE A 270 DEG TURN AND ENTER BASE FOR RWY 19R. I HAD GIVEN HIM THIS LAST INSTRUCTION OF CONTINUING STRAIGHT AHEAD BECAUSE HE WAS HDG DIRECTLY TO RWY 19R. THERE WAS NO BASE TO FINAL AND SMA WAS WITHIN A 1/4 MI FINAL RWY 19R.
