Narrative:

An altrv eastbound was in the block FL270-FL290. R4401 was active FL290 below, however it was capped at FL260 for the altrv. The flight wanted to break up and were over the restr area. The data block used to denote the restr area was suppressed from the scope. Aircraft was cleared to FL260 to obtain vertical sep with remainder of altrv. Flight entered R4401 at FL260 and remained within the confines for 50 seconds. Altrvs should file flight plan for anticipated breakups. This would reduce the confusion factor. Also, not trying to accommodate the pilot as quickly would have helped the situation.

Narrative: AN ALTRV EBND WAS IN THE BLOCK FL270-FL290. R4401 WAS ACTIVE FL290 BELOW, HOWEVER IT WAS CAPPED AT FL260 FOR THE ALTRV. THE FLT WANTED TO BREAK UP AND WERE OVER THE RESTR AREA. FLT ENTERED R4401 AT FL260 AND REMAINED WITHIN THE CONFINES FOR 50 SECS. ALTRVS SHOULD FILE FLT PLAN FOR ANTICIPATED BREAKUPS. THIS WOULD REDUCE THE CONFUSION FACTOR. ALSO, NOT TRYING TO ACCOMMODATE THE PLT AS QUICKLY WOULD HAVE HELPED THE SITUATION.
