Narrative:
Truck towing a piece of farm implement drove onto the taxiway and past the runway hold bars without stopping and or looking and at the edge of the runway turned into the field to unload the piece of equipment. Vehicle had no lights; flags; or VHF radio with numerous aircraft in the traffic pattern. No effort to remove F.O.D. From taxiway/runway from the dirt on vehicle tires. The piece of farm machinery; a plow; is now next to runway 16/34; unmarked; not notamed; unlighted. Yolo county airport is unfenced; non-gated; [and] poor to no markings identifying either taxiways or active runways. In its 68 year existence it has never had a fence or gate to prevent people from walking; driving; or bicycling on the taxiways and runway. Yolo county refuses to address fencing issues. In the reporters opinion it is only a matter of time before an event takes place.
