Narrative:

An small aircraft was cleared for takeoff. When still on the taxiway I cleared a fuel truck to cross the runway west/O delay. The fuel truck initially delayed and then sped up, but decided to hold. He crossed the hold line, but held short of the actual runway. Contributing factors: 1) ground control and local controller were combined and worked by 1 person during a moderate period of traffic. This should be decombined. 2) ground control frequency vol was low due to mechanical problems. Also, when a person on ground and tower called at the same time, you hear nothing but a loud squeal. 3) noise in the tower cabin is a confusing item from people not working positions. 4) fuel truck operator was not sure of clearance due to poor radio in fuel truck. 5) during this period of moderate traffic, there were 5 times when a transmission was on 119.9 and 121.9 at the same time. These xmissions were lost and garbled.

Title: FUEL TRUCKS CROSSED THE RWY HOLD LINE BUT HELD SHORT OF THE RWY WHILE AN SMA DEPARTED.

Narrative: AN SMA WAS CLRED FOR TKOF. WHEN STILL ON THE TXWY I CLRED A FUEL TRUCK TO CROSS THE RWY W/O DELAY. THE FUEL TRUCK INITIALLY DELAYED AND THEN SPED UP, BUT DECIDED TO HOLD. HE CROSSED THE HOLD LINE, BUT HELD SHORT OF THE ACTUAL RWY. CONTRIBUTING FACTORS: 1) GND CTL AND LCL CTLR WERE COMBINED AND WORKED BY 1 PERSON DURING A MODERATE PERIOD OF TFC. THIS SHOULD BE DECOMBINED. 2) GND CTL FREQ VOL WAS LOW DUE TO MECHANICAL PROBS. ALSO, WHEN A PERSON ON GND AND TWR CALLED AT THE SAME TIME, YOU HEAR NOTHING BUT A LOUD SQUEAL. 3) NOISE IN THE TWR CABIN IS A CONFUSING ITEM FROM PEOPLE NOT WORKING POSITIONS. 4) FUEL TRUCK OPERATOR WAS NOT SURE OF CLRNC DUE TO POOR RADIO IN FUEL TRUCK. 5) DURING THIS PERIOD OF MODERATE TFC, THERE WERE 5 TIMES WHEN A XMISSION WAS ON 119.9 AND 121.9 AT THE SAME TIME. THESE XMISSIONS WERE LOST AND GARBLED.
