[I] was doing a training flight to ixd. After reporting the 2 minute left base for [runway] 18; tower cleared [me] to land. While [I] was on short final; tower cleared a cessna to depart on [runway] 18. [I] reported 'short final' and heard tower say; 'cancel takeoff clearance.' the cessna didn't reply and [I] was told to do a go-around. The two aircraft were about 300 ft in trail on departure and [I] was forced to aggressively slow speed to prevent a mid-air. The cessna departed southwest and [I] made left closed traffic for [runway] 18.
