Narrative:
Depart philadelphia on IFR flight plan. Over djb VOR my wife said her 86 yr old father had to land as soon as possible. He has diabetis and other medical problems. I was at 6000' MSL IFR flight plan. Told cleveland center controller I had to land as soon as possible at airport below. I cancelled IFR and was told to contact cleveland approach. Upon establishing contact with approach, I was balled out for violating the TCA. I was in the TCA without a TCA clearance. But I was in the TCA on an IFR clearance. Because of the legal/technical difference, maybe I should have declared an emergency!
