Narrative:

On departure from denver we received 4 different altitudes and all 4 were changed. Finally we were cleared to FL310 and were given 2 routing changes between slc and eek. Climbing through FL295 den center said 'descend immediately to FL280'. We saw an aircraft go over us within 500'. The controller said he tried to give us FL280 but his radio 'stuck'. Earlier we were cleared to FL200 and passing 12,500 he called maintain 12,000. The controling of both altitudes and routing was very confused and disorganized and should be looked at.

Title: WHILE IN A CLIMB, ACR WAS ISSUED AN IMMEDIATE DESCENT, THEN OBSERVED AN ACFT PASS OVERHEAD WITHIN 500'.

Narrative: ON DEP FROM DENVER WE RECEIVED 4 DIFFERENT ALTS AND ALL 4 WERE CHANGED. FINALLY WE WERE CLRED TO FL310 AND WERE GIVEN 2 ROUTING CHANGES BETWEEN SLC AND EEK. CLIMBING THROUGH FL295 DEN CENTER SAID 'DESCEND IMMEDIATELY TO FL280'. WE SAW AN ACFT GO OVER US WITHIN 500'. THE CTLR SAID HE TRIED TO GIVE US FL280 BUT HIS RADIO 'STUCK'. EARLIER WE WERE CLRED TO FL200 AND PASSING 12,500 HE CALLED MAINTAIN 12,000. THE CTLING OF BOTH ALTS AND ROUTING WAS VERY CONFUSED AND DISORGANIZED AND SHOULD BE LOOKED AT.
