Narrative:
A crj [was] on right downwind for south complex to cross in front of a B737 straight into north complex. Told the crj to expedite descent; straight in traffic would be restricted above him. Never restricted the straight in traffic or issued visual separation to him. The crj crossed directly in front of the B737 with 500 ft of separation and no traffic even issued. The B737 pilot never said anything. Be cognizant that just because you have a plan; it also has to be enacted and make sure it is.

Title: SCT Controller described a conflict event when right downwind traffic for the south complex was crossed in front of straight in traffic for the north complex.
Narrative: A CRJ [was] on right downwind for south complex to cross in front of a B737 straight into north complex. Told the CRJ to expedite descent; straight in traffic would be restricted above him. Never restricted the straight in traffic or issued visual separation to him.
