Narrative:

During ILS 13L/depart 13R operation, split local control, I was working 13L. After a lightning strike the 13L localizer went into alarm. Ny TRACON was spinning arrivals overhead the field. Thunderstorm, IFR WX, lightning to the east. I took a widebody transport out off the final and switched him to departure control. Then went to check the ILS monitor panel. When I returned (about 40-60 seconds later) we realized that we couldn't get 13L, 22L, or 22R localizer working. The other local controller then noticed an small transport descending out of 1100' on a 40 degree heading. The other controller then called the coordinator at ny TRACON to ask what the aircraft was doing. The aircraft then called me on the ILS to 04R (no localizer present) at 800', 1/4 mi final with no pointout from approach. With various other aircraft holding north runways, I then asked all pertinent personnel for control of runway 4R, telling the small transport to stand by. When I got control of the runway and found out there was no aircraft holding, I cleared the small transport to land.

Title: LOCALIZER FAILED DURING TSTM WHILE AN SMT WAS MAKING AN ILS APCH. THE ACFT WAS SUBSEQUENTLY CLEAR OF CLOUDS AND LANDED.

Narrative: DURING ILS 13L/DEPART 13R OPERATION, SPLIT LOCAL CTL, I WAS WORKING 13L. AFTER A LIGHTNING STRIKE THE 13L LOC WENT INTO ALARM. NY TRACON WAS SPINNING ARRIVALS OVERHEAD THE FIELD. TSTM, IFR WX, LIGHTNING TO THE EAST. I TOOK A WDB OUT OFF THE FINAL AND SWITCHED HIM TO DEP CTL. THEN WENT TO CHECK THE ILS MONITOR PANEL. WHEN I RETURNED (ABOUT 40-60 SECONDS LATER) WE REALIZED THAT WE COULDN'T GET 13L, 22L, OR 22R LOC WORKING. THE OTHER LCL CTLR THEN NOTICED AN SMT DESCENDING OUT OF 1100' ON A 40 DEG HDG. THE OTHER CTLR THEN CALLED THE COORDINATOR AT NY TRACON TO ASK WHAT THE ACFT WAS DOING. THE ACFT THEN CALLED ME ON THE ILS TO 04R (NO LOC PRESENT) AT 800', 1/4 MI FINAL WITH NO POINTOUT FROM APCH. WITH VARIOUS OTHER ACFT HOLDING N RWYS, I THEN ASKED ALL PERTINENT PERSONNEL FOR CONTROL OF RWY 4R, TELLING THE SMT TO STAND BY. WHEN I GOT CONTROL OF THE RWY AND FOUND OUT THERE WAS NO ACFT HOLDING, I CLRED THE SMT TO LAND.
