Narrative:
Taxied into position for takeoff on runway 14 at sonoma county (sts). WX was clear, unlimited visibility and winds calm. Announced our intentions to taxi into position on CTAF, 118.50. While preparing for takeoff, a single engine, low wing aircraft taxied into position for takeoff on runway 32. Another radio call was made that we were in position and preparing to take off on 14. Without making any radio calls that we heard, the single engine aircraft took off and climbed directly over head. A tower operator was present in the tower, even though it was not officially open. He confirmed the situation. Operator of single engine aircraft did not appear to be monitoring radios and was not aware of other activities going on around the airport.

Title: WHILE IN POSITION FOR TKOF RWY 14 AT AN UNCONTROLLED ARPT REPORTER ACFT OBSERVED A SECOND ACFT TAXI ONTO AND DEPART RWY 32 PASSING OVERHEAD REPORTER ACFT.
Narrative: TAXIED INTO POSITION FOR TKOF ON RWY 14 AT SONOMA COUNTY (STS). WX WAS CLEAR, UNLIMITED VISIBILITY AND WINDS CALM. ANNOUNCED OUR INTENTIONS TO TAXI INTO POSITION ON CTAF, 118.50. WHILE PREPARING FOR TKOF, A SINGLE ENGINE, LOW WING ACFT TAXIED INTO POSITION FOR TKOF ON RWY 32. ANOTHER RADIO CALL WAS MADE THAT WE WERE IN POSITION AND PREPARING TO TAKE OFF ON 14. WITHOUT MAKING ANY RADIO CALLS THAT WE HEARD, THE SINGLE ENGINE ACFT TOOK OFF AND CLIMBED DIRECTLY OVER HEAD. A TWR OPERATOR WAS PRESENT IN THE TWR, EVEN THOUGH IT WAS NOT OFFICIALLY OPEN. HE CONFIRMED THE SITUATION. OPERATOR OF SINGLE ENGINE ACFT DID NOT APPEAR TO BE MONITORING RADIOS AND WAS NOT AWARE OF OTHER ACTIVITIES GOING ON AROUND THE ARPT.
